MS Excel and VBA: How to get a combo box to work in a Sheet?

I’ve placed the combo box on the sheet and set the ListFillRange, but when I click it, it does not drop down the list. It appears to be in edit mode (all the resize pointers appear).
Is there some property of the control that I must set or some view of the sheet that makes the control behave like a normal combo box?

If you selected the combo box from the control toolbox toolbar, it automatically turns on Design Mode (the first button on the toolbar.) It should work if you turn it off.
