I hate to say this, but your EASIEST and FASTEST way to fix this is to take it to an HD Dealer and have them plug the bike into their HD ONLY Proprietary diagnostic computer called Digital Technician. There are almost no check that can be done by the average person, especially if you don’t have a FACTORY service manual AND Electrical diagnostic manual. Digital Tech can PINPOINT almost any elctrical issue within a couple minutes. The electronics on today’s HD’s are HIGHLY advanced and it takes specialized equipment to diagnose and repair electrical issues.
These are possible causes for your failure…
USUSALLY, the MOST common issue is improperly adjusted and unlubricated throttle cables and/or the electrical connections on the idle/return cable are not plugged in
the cruise cable/linkage at the throttle body is jammed or not properly hooked up
cruise control is disabled in the ECM
faulty switch
broken/pinched/shorted/grounded wire
faulty ECM
