Can bedbugs travel from Apartment to apartment? (our building has them)

Most definitely they can travel between apartments. They are about the size of a grain of rice and translucent when not full of your blood and they will be a brownish red colour after eating.
If you know your buildings has them, ask the landlord what they are doing about it. If you think you have them, check the seams of your mattress for teh bugs as well as small brown spots on the mattress and on your sheets.
If you spots signs of them, get a good PCO in and I also recommend a good contact spray that is non-chemical based just in case the bugs you have are resistent to the chemicals that yoru PCO will use. Remember though that the non-chemical sprays like Kleen-Free (buy online at http://www.Kleen-Free.com) are only contact killers so you need to hit the bug to hurt the bug. That said, it does not hurt to spray all around yoru amttress and into cracks and baseboards etc as it is non-chemical and does not leave a residual pesticide toharm people or animals.

yes, they hitch a ride on clothing or luggage or on people. that is how you get them in the first place.

Yes, absolutely. They can travel easily from area to area assisted by human traffic. You need an exterminator because these things bite and are nasty. Think about the most important conversation you could have right now and imagine one popping up!
